Introduction: The Citizens’ Advisory Commission on Homeless Encampments was created by King County Council Ordinance 2004-0248.2 passed on Tuesday, June 1, 2004. The ordinance called for 18 voting members and four advisory members. As required in the ordinance, members of the commission were appointed by King County Executive Ron Sims - 13 members whose names had been referred to the Executive by councilmembers as representatives from each of the council districts and the remaining appointees to fill specific experience requirements. All were confirmed unanimously by the King County Council on Monday, June 14, 2004.
Purpose: The commission shall study, identify options and make recommendations to the executive and council on the following issues:
- A needs assessment for homeless encampments, including an analysis of homeless shelters in King County and the date and time when demand for shelters have exceeded available space;
- Policy and procedural guidelines for determining the location of future homeless encampments;
- Options, including an analysis of the potential advantages and disadvantages, for locating homeless encampments on public land in King County; and
- Options, including an analysis of the potential advantages and disadvantages, for locating homeless encampments on private land in King County.
